Amanda A. Conner serves as aviation business development manager for the North Carolina Department of Transportation Division of Aviation.


She works collaboratively with the N.C. Department of Commerce, Economic Development Partnership of North Carolina, public airports, local communities, economic and workforce developers, universities, industry and others to build the state’s aviation economy.


Conner developed and leads implementation of the North Carolina Aerospace Business Development Plan to create jobs and economic opportunity across the state. She supports airports and partners in recruiting and retaining aviation and airport-related business and industry, aligns the economic development efforts of partners statewide, develops resources (data tools, grant programs, marketing materials, etc.) that support business development efforts.


A native of Lenoir County, Conner previously served two years on the leadership team of the North Carolina Global TransPark. She helped NCGTP develop and implement an economic and workforce development strategy to expand its impact. She worked nearly four years supporting economic development for Lenoir County and brings seven years of experience as a public-school educator, with certifications in STEM concentrations related to aviation careers.


Conner holds a Bachelor of Science degree in middle grades education, with a concentration in mathematics and science. She received certification in Basic Economic Development from the University of North Carolina at Chapel Hill in 2014. She was recognized with The Free Press 20 Under 40 Award in 2017 and the NCDOT Stand for Values Award for Innovation in 2021 for promoting the development and use of new and better solutions.
