Colleen Merays

Colleen Merays, NCCED, serves as the Economic Development Manager for the Town of Apex, where she leads initiatives that support the recruitment, retention, and growth of small businesses throughout the community. Since joining the Town’s Economic Development Department in 2019, Colleen has played a key role in strengthening Apex’s local business ecosystem through strategic programming, stakeholder engagement, and business development initiatives.

In her current role, Colleen serves as the Town’s primary liaison for downtown stakeholders, leads small business events and promotional initiatives, and champions programs that support Minority- and Women-Owned Business Enterprises (MWBE). She also contributes to broader industry recruitment and expansion efforts, helping advance Apex’s long-term economic vitality through collaborative partnerships and innovative strategies.

With 24 years of experience in economic development, Colleen brings a strong track record of fostering business growth, cultivating strategic partnerships, and building vibrant local economies. She earned the North Carolina Certified Economic Developer (NCCED) professional designation through the North Carolina Economic Development Association and East Carolina University’s Certified Economic Development Program.

Prior to joining the Town of Apex, Colleen spent 17 years as Assistant Director of the Downtown Schenectady Improvement Corporation in Schenectady, New York. During her tenure, she was instrumental in advancing downtown revitalization efforts through business development, marketing and promotions, fundraising, financial management, and environmental enhancement initiatives. She also developed new grant programs, supported community partnerships, and served as a key liaison among businesses, stakeholders, and local organizations.

Colleen is passionate about collaborating with community leaders, entrepreneurs, and strategic partners to create meaningful economic opportunities and support sustainable growth. She is committed to fostering an inclusive, thriving business environment that contributes to the continued success and prosperity of Apex.
